    Aim of Dissertation research is a comprehensive investigation of political communication as the major factor of modernization of political system in Kazakhstan.

    Main objectives coming out of the research aim:

    1.Comparative analysis of scientific research of political communication on the basis of works of  Russian and Western researchers;

    2.Characterize formation, development and perspective of political communication in Kazakhstan;

    3.Identify the role and  place of political communication and structure of space of political communication in social political system;

    4.Political analysis of influence of political communication on modernization of political system in Kazakhstan;

    5.Specify the ways and efficiency of performance of public relations services (PR) in Kazakhstan;

    6. Investigate the role of mass-media in political communications of Kazakhstan;

    7.Identify the major factors of improvement and increase of efficiency of political communication in Kazakhstan.

    Scientific novelty of the research is identified by the actuality of the theme according to modern requirements, detailed study of the issues which haven’t been investigated earlier and also implementation of the aims and objectives of the undertaken research work. Moreover this research is the first work in domestic political science which has revealed political subjects in implementation of the process of political communication, social and political role of civil institutes in the society. So, this research work has achieved the following concrete research results:

    - author's definition is made of the concept «political communication», its directions and views within the research level in  political science have been analyzed and systemized;

    - the role of political communication in political system of Kazakhstan has been  analyzed and also stages of its formation, special features of development have been  considered, activity and types have been identified;

    - explaining the typology of political communication, the author investigates new directions of typology;

    - the role of mass-media in implementing activity of organization on public relations has been shown;

    - possibilities of solving contradictions of political interests and  basic obstacles arising in relations between  society and authorities have been identified;

    - political communication is identified as political transformation in our country, its ways are widely applied;

    - for the first time in domestic political science the research work on the influence of information policy on development of political communication in Kazakhstan has been conducted;

    - instructions and proposals on further improvement and development of political communication in Kazakhstan are given.

    Theoretical-methodical bases of the research. The Dissertational work is based on the  consideration of the concepts of leading Russian and foreign scientists who have  conducted special research on modeling of political communication, typological features and means of communication for its implementation,  structural-functional basis of political system as well as the activity of separate elements during modernization.

       Practical importance of Dissertational work. Results of this research can be applied in the work of public relations  services and also in mass-media and official bodies in the process of public service.

    Main ideas and conclusions of this  work can be applied as a material for conducting seminars and special courses at the Universities on such subjects as Theoretical political science, "Election system", "Political technologies"  and also can serve as a basis for writing  textbooks and training manuals for students on political communication.
