BUSINESS CLIMATE IN RUSSIA  БИЗНЕСС - КЛИМАТ В РОССИИ

Foreigner: You represent the Independent Centre of Market Research, Mr. Pronin, don’t you? What did the recent poll conducted by your centre reveal?

Иностранец: Вы представляете Независимый центр маркетинговых исследований, господин Пронин, не так ли? Что показал недавний опрос, проведенный вашим центром?

Russian: Yes, I’m head of our research group. The poll you’ve referred to confirmed that in spite of the ongoing economic reforms the economic situation in Russia is still rather difficult.

Русский: Да, я возглавляю нашу исследовательскую группу. Опрос, который вы просили подтвердить, не смотря на проводящиеся экономические реформы, до сих пор несколько сложный в экономической ситуации в России.

F.: It is not surprising. You are having difficulties owing to the unavoidable problems which arose in the initial stages of transition to a market economy.

И.: Это неудивительно. У вас трудности по причине неизбежных проблем, которые возникли на начальной стадии перехода к рыночной экономике.

R.: That’s right. The poll showed that the standard of living is worsening, the economic activity is sluggish, the industrial production is still falling and the registered unemployment is rising.

Р.: Это так. Опрос показал, что  уровень жизни ухудшается, экономическая активность вялая, промышленное производство до сих пор падает, а зарегистрированная безработица растет.

F.: But judging by your official statistics available, you’ve checked the drop in industrial production, haven’t you?

И.: Но судя по имеющимся официальным статистическим данным, вы подтвердили падение  индустриальной промышленности, не так ли?

R.: Yes, more than that. The tough monetary policy made it possible to curb the inflation, to stabilize the rouble, and to restructure our external debt.

Р.: Да, более того. Жесткая кредитно-денежная политика сделала возможным сдержать инфляцию, стабилизировать рубль и реструктурировать внешний долг.

F.: The most striking thing is that you restored and increased your hard currency reserves. So your enterprises seem to be adapting to the market conditions.

И.: Самая поразительная вещь в том, что вы восстановили и улучшили ваши валютные резервы. Так ваши предприятия, кажется, адаптировались к рыночным условиям.

R.: That’ s true. However, those enterprises that wish to survive can’ t ignore limited demand owing to the drop in real incomes as a result of the liberalization in prices and the interruption of a traditional trade links.

Р.: Это правда. Хотя, те предприятия, которые хотят выжить не могут проигнорировать требовании, связанное с сокращение реальных доходов как результат высвобождение цен и разрыв торговых связей .

F.: I see. Did you include into your questionnaire any questions about export activities of the enterprises?

И.: Я вижу. Вы включили в ваш опросный лист вопросы об экспортной активности предприятий?

R.: Yes, we did. Last year saw an increase in exports. The trend is continuing this year, which has given a boost to whole industries like ferrous and non-ferrous metal industries, and the fuel and energy complex.

Р.: Да, включили. В прошлом году было заметно развитие экспорта. Тенденция сохраняется в этом году, которая дала толчок всей промышленности, как например промышленности черной и цветной металлургии, топливному и энергетическому комплексу.

F.: Has the poll revealed any structural changes in the country?

И.: Отражает ли опрос структурные изменения в стране?

R.: Oh, yes. A graphic example would be the service sector, including catering, banking,

insurance and transportation businesses, which is developing very fast.

Р.: О, да. Наглядный пример- сектор услуг, включая общественное питание, страхование и транспортный бизнес, которые развиваются очень быстро.

F.: The whole world recognizes the significant, I’d say, unprecedented progress Russia has made in implementing structural adjustment policies.

И.: Весь мир признает существенные изменения, я бы сказал, беспрецендентный прогресс России был осуществлен политикой структурных преобразований.

R.: It’ s nice to hear that. As the reforms continue, our society is undergoing drastic changes. The large-scale privatization has brought about private ownership which has caused the appearance of property, the setting up of privately-owned businesses and the development of the non-state sector. Businessmen welcome the changes.

Р.: приятно слышать это. И так как реформы продолжаются, общество претерпевает серьезные изменения. Широкомасштабная приватизация принесла право собственности, которое стало причиной появления собственности, бизнеса, находящегося в частной собственности и развития негосударственного сектора. Предприниматели приветствуют эти изменения.

F.: Your emerging business support, I think. Are there any programmes to support business?

И.: Думаю, именно появление предпринимательства поддерживают. Существуют ли программы, поддерживающие предпринимательскую деятельность?

R.: Yes, we have quite a number of federal programmes to support small businesses and enterprises of different types of ownership which provide for tax benefits, information support and training of personnel.

Р.: Да, у нас есть ряд некоторых федеральных программ, поддерживающих малый бизнес и предприятия различных видов частной собственности, которые представляют налоговые льготы, информационную поддержку и обучение персонала.

F.: It looks like your business is beginning to play the role it plays in a market economy.

И.: Это выглядит, так, что ваш бизнес начинает играть  свою роль в рыночной экономике.

R.: Let’s hope it s so.

It is clear from the text that the standard of living in Russia is worsening, the economic activity is sluggish, the industrial production is still falling and the registered unemployment is rising.

Among these things the text raises the issue of some positive economic developments, for example curbing of the inflation, stabilizing of the rouble, and restructuring of external debt.

The problem of enterprises is of great importance.

Those enterprises that wish to survive had to limit demand owing to the drop in real incomes, to liberalizate prices and interrupt traditional trade links.

One of the main points to be singled out is the question about export activities of enterprises . Great importance is also attached to whole industries like ferrous and non-ferrous metal industries, and the fuel and energy complex. In this connection, I’d like to say that  a graphic example would be the service sector, including catering, banking, insurance and transportation businesses, which is developing very fast.

I find a question of unprecedented progress Russia very important because it has made in implementing structural adjustment policies and the whole world recognizes the significant.

We shouldn’t forget that the poll revealed some structural changes. The poll has showed that society in Russia is undergoing drastic changes: the large-scale privatization has brought about private ownership which has caused the appearance of property, the setting up of privately-owned businesses and the development of the non-state sector. Russian businessmen welcome the changes in the society.

I think that federal programmes to support small businesses should be mentioned here as a very important mechanism of progressive envelopment of Russia economy today.
