Краткое описание

There were vital changes in the world for the last years. Strengthening of the collective and legal beginnings in the international relations on the basis of recognition of indivisibility of safety in the modern world proceeds. Value of the power factor has increased in the world politics, as a whole access to resources. The world situation of Russia was considerably strengthened and Russia became the important component of positive changes in the world.

At the regional level the factor of rapprochement between China and Russia is considered to be equally directed policy towards Central Asia. In fact, China has the opportunity to improve relations with the republics of Central Asia after the collapse of the Soviet Union.

On the one hand, Beijing is aware of the special sensitivity of Moscow towards the region, and on the other side, Moscow considers that Central Asia is its "strategic rear yard", and seeks to continue its policy of near abroad”. Proceeding from this, China is trying to avoid a clash with the interests of Russia in Central Asia and respects the political and military role of this country in the region. But if we talk about common interests and common threats, the main of them is the presence of the United States and NATO in Central Asia, and its eastward expansion, and in order to counter this threat Russia and China form the soft balance with the West, in particular, with the armed forces of the USA and NATO in the region. In addition, Russia and China carry out the overall strategy in relation to issues such as the growth of islamization, smuggling of drugs and the fight against armed gangs and terrorism.

As the countries of Central Asia, Pakistan and Afghanistan are the southern neighbors of Russia and also have boarders with the Western regions of China, the two countries in connection with this region are closely intertwined. The most important disturbance factor for both parties is the threat of extremism and instability as a result of economic stagnation in Central Asia. Nowadays the Shanghai Cooperation Organization is the main embodiment of the strategic partnership between the two countries. In fact, these two countries are the head of a platform for the formation and development of the SCO, and they are trying to use the SCO as a tool to create acceptable order in the region for them, in the framework of which there are important General features. At the global level, the two countries are strategic partners in the UN Security Council, on the Board of Directors of the International atomic energy Agency and in many other organizations. This thesis is confirmed by the common positions of the two countries concerning Iraq, the nuclear issue of North Korea and the Islamic Republic of Iran and many other issues. In addition, Russia is the largest supplier of weapons to China, , which play a big role for China, as, on the one hand, we can see an embargo on the deliveries of weapons to China from the Western countries (the USA and European countries), and on the other hand, China has set the task of build-up of military power and the establishment of parity on various aspects of military power as the main priority in the sphere of national security.

In General, the conditions in the two countries in various spheres require the creation of a strategic alliance between the two countries, because without this, none of them countries could solve its acute problems. On the other hand, if an agreement is reached between the two countries they can strengthen their positions against the West and each of them can serve as the strategic back-up for the other.

 

 

 

 

 

 

 

 

 

 

 

 

Conclusion

 

To sum up, I would like to say that I am sure that the optimal strategy for Russia is the maximum of its use of the new opportunities that are opening up the processes of globalization and minimize its negative consequences. There are three main components of this strategy:

 

  1. The measures, aimed at protection of national interests of Russia: strengthening of its monetary-financial system, exemption from import dependence, the protection of national property, including intellectual.
  2. Stimulation of innovative development and having better positions in the world market of science-intensive products.
  3. The expansion of international cooperation in the economic, scientific, technical, and information spheres. Creation of the necessary legal and institutional conditions for the inflow of investments. The restoration of cooperation ties and establishment of a regional common market with the CIS countries. Cooperation with the world community in solving acute problems of the monetary and financial sphere, ecology, public health, the fight against crime and terrorism.
